To what degree was the USSR democratic?
It always seems to have been considered a dictatorship, but it had separation of power and elected officials, at least in theory. so, why didn't it work like this in practice?
i'm talking about post-stalinist times.
i know about the NKVD.
USSR was never democratic, but autocratic totalitarian state, where Stalin era was real dictatorship. In post-Stalinist era, USSR tried to humanize the socialistic system and improve living standard and social progress, but the system was totalitarian. Every aspect of your life, your work, school, education, readership, publishing, economy, or personal freedom was limited and controlled by all powerful communist party. There was no escape from it and the party always finds you. Information were censored, and nobody had a chance to openly oppose it. No discussion was allowed. The party knew what is the best for you without asking your opinion. The election was total fraud, you can only vote of only one candidate and it was done in public so everyone could see what you vote or if you withheld your vote. Peer pressure can do its own work and intimidation can ensure that you vote the only one chosen candidate.
One of the a few things that USSR centralized achieved was improving a living standard for many nation that were balancing on the verge of feudalism. Industrialization of the Central Asia, Far East and many other region gave many small nations within USSR own bureaucracy and intelligentsia. This create better respect of the various nations by Moscow, who gave them much desired autonomy. The rise of proud and increasing independent republics led to secession. But until the end, national question were controlled, and entire sphere of life was dominated by ethnic Russians.
