on the canon didital rebel can you set the exposure compensation level or is it automatic?

I have the canon rebel Eos and Im tring to take action photos at night under football lights.My pictures are comming out to dark and blurry.Now Ive set the shutter speed and the EF point to 22.The CE is at -2 and I cant figure out how to change it.I can change it in all other settings.If anyone has a better way please let me know.
My iso speed is at 800 it seems if I set the shutter speed any higher the images get darker.I know the ec is to low I cant figure out how to change it.On manual it wont let me or Im duing something wrong.Ill try to take pics at a higher iso,but I still have to figure out how to change the exposure comp.

If you're using f/22, you're not letting enough light in! You need a wider aperture to let in more light (i.e., like f/5.6 or a smaller number).

Exposure compensation is for when you're shooting on automatic exposure. In this situation, forget about it!

First, let's get it back to zero. Put the camera into Av mode. Next, push the Av+/- button on the back, and hold it while you turn the main dial behind the shutter release. Get it back to zero. In manual mode, holding this button while turning the main dial adjusts the aperture. In all other modes, it should be for exposure comp.

Now, you have two main choices in making your shots. You can set the camera to "sports" mode, which is the third icon (it looks like a stylized running person). Change your ISO to a high ISO (like 800 or 1600) by pushing the ISO button, then turning the main dial until you get 800 or 1600 displayed.

The other option: shoot purely manual. In this case, what you would do is this:
1) set your ISO to 800 or 1600.
2) Select the widest aperture you can get, which will depend upon your lens. It's likely to be f/5.6 or f/4, unless you have a really good lens where it may be f/2.8.
3) Get the shutter speed to the correct exposure by using the meter to "match" the aperture. In M mode, you turn the main dial while looking through the viewfinder until the indicators "match". You will hopefully have a shutter speed reasonably fast enough to reduce blur.
4) Use a tripod or monopod to reduce your own body as the source of vibration/blur.
5) If the photos are too dark, use a slower shutter speed. Too light, use a faster shutter speed.
6) Unless your subjects are within 15 feet; don't use a flash. It won't have any effect, but it will make your photos too dark because the people are too far away.
